This article will help you assign custom visual licenses in Power BI.

First, who purchased the licenses?

• If the tenant admin purchases the licenses, then any License Admin or User Admin within the organization can manage them.
• If an individual user (not an admin) purchases the licenses, then only that specific person (the purchaser) can manage the licenses.
